An 8-year-old Pomeranian coughs and coughs at night - congestive heart failure

I asked the resident from Punggol, North Singapore why he came from a distance to Toa Payoh Vets as most pet owners simply go to the nearest vet clinic down the road. He is a retiree and a taxi driver now competing with Grab Taxi and Uber.
He said that he had sent a pet owner to my Surgery some time ago and had asked the owner about Toa Payoh Vets. With a good feedback he came today.
His dog had been coughing often at night (nocturnal cough) and one year ago, another vet had told him "water got into his dog's lungs" after an X-ray and so he was given medication for the dog.
Recently the dog was coughing loudly at night. "Go and drink water" his wife said to the dog, but the coughing did not stop. So he consulted me. The dog had congestive cardiac failure and with heart disease medication and no strenuous exercise, will live comfortably at least 2 more years. He was happy with the explanation as it takes time and effort to explain to him what caused the coughing. Delayed treatment will lead to heart failure and death.

He's chubby because of the fluid around his lungs and heart. It's a horrible disease and so sad to watch your puppy go through it.

Eh, those are the eyes of a poor dog struggling for air. I don't know that classic boom sonic the hedghog meant to come off as a bitch. Those are struggling eyes and you can't not see them.

It’s heartbreaking, but we owe our pets something other than a horrible end. Have mercy and don’t let them suffer.

Whether it is heart disease or collapsing trachea this poor boy is having lots of trouble breathing and panic in his eyes.
Just give him some oxygene and don‘t let him suffer longer.

It's a collapsing trachea. Period. The weight is a factor and the trachea will be eased with weight loss. Stress is a factor. I lost a Pomeranian about a year ago due to a collapsing trachea. The sound is unforgettable and it got worse with her age and eventually when my mom moved with her causing her great stress. Not a very good vet, here.
Edit: I know this good boy isn't coughing in this video, but the breathing and wheezing are even textbook. Collapsing tracheas are extremely common in this breed! I can't explain why this Pomeranian only coughs at night. Possibly an increase in humidity? My Pomeranian coughed so much worse when there was high humidity. Again, there is stress, weight, and the collapsing trachea itself. Visited so many vets and the diagnosis was always the same. The only thing that differed were their opinions on surgery for a dog that size. Can't believe this wasn't mentioned. The collapsing trachea did lead to heart failure, btw. Got something right? 8 years old is very young for a Pomeranian. Heart failure is a little less likely at that age. Impossible? No, I'm not a vet, so I apologize for coming off as arrogant without credentials. I have an 18 year old Pomeranian (very blessed and he's still so spunky) and I freaked out when he started coughing once. I immediately went to heart failure because of his age and the fact that his trachea wasn't an issue in the past. Turned out that one of my family members who stays home with him wasn't lifting him correctly and realized their fingers were lightly pressing on his neck without them knowing. He hasn't coughed since this realization.
