Curious what the use-case is, I don't quite understand why one would choose an unreportable Notes object as opposed to a reportable Notes field? It seems like it should have been considered a different type in Files rather than it's own Notes object. Since each individual note is a file, I imagine it's like an email conversation but instead of of seeing it in one email, you get several download files that you have to open to read each message. It just doesn't seem very "note" like?
Is it possible to create a report type or a joined report that also shows the Content? I know there are a couple of jumps for this right? ContentDocumentLInk to ContentDocument maybe?
The report type won't help in this case unfortunately, but I think it's a smart idea. We're just not able to see the "content" itself because it's contained in the referenced file. If you find another way, please let me know. I'd be really interested to see if this could be done.
Ran into the issue of Notes not appearing in Report unless the Note was shared with me. So, even I could view the Note when looking at the record, I would see the Note in a Report unless it was shared with me. What a pain.
If notes are added to a record you have access to they should be visible by default, but, you're right, "private notes" won't be accessible unless they're shared.
Somewhat related question. Is there a (declarative/straightforward) way to count the number of Notes related to a record ?

My org doesn't have the file and content report under the reports. What could be the issue?

Why would it only pull one user's notes if I chose the filter All?
It could be an access issue. Notes are private by default if they're note related to a record.
