Wow, I thought this line ran slow 20 years ago when I took it on the way to grad school at Penn. It didn't used to slow down to a near stop even when no one requested a stop.
It's more than just construction work. SEPTA ended _all_ request-stop service a couple of years ago. They ripped out the unique signalling system that told drivers when a passenger was waiting, and allowed express runs to bypass stations without tripping the signal for local passengers. I've heard that a major reason for ending request stops was that some riders were flummoxed by the idea that they had to push a signal button so drivers would know to stop. That may be just cynicism ... or a sad commentary on general intelligence. Considering why they had to eliminate express bus runs on West Chester Pike* I tend to believe the latter reason. (*) Despite multiple local routes on WCP, a lot of people got twisted up when a bus carrying an "EXPRESS" sign didn't stop for them.
