The joke didn't translate well in the English Viz dub because they were already speaking English. They didn't want to confuse the audience watching the show in English anyway. Anyway, Usagi was talking about Minako living in England for a little while before coming back to Japan.
The same thing happened with the one episode Usagi was trying to speak English at a ball, but watching the show in English it makes no sense. I think they meant talk fancy or something.
They couldn’t, Terri Hawkes was on maternity leave when they had to go into production. That’s why they made the new actress do an awkward impersonation of her. By the way all four of the old dub seasons were the same Canadian production company, Optimum Entertainment. That’s why a lot of the actors carried over but also they paid like shit which is why they kept quitting.
the japanese version is definitely better the DIC version is the worse but VIC isn't much better either😳😳 if native English speaker tells me to speak Dutch i'm gonna say "waarom/hoezo?" which translates to "why" in Dutch🤣🤣🤣

It should’ve been Usagi asking if Minako was good at Japanese in the viz dub lol
