Is your unit SOP 7 mags combat load? We run AVS carriers so your mileage may vary. I don't remember all the hook and loops for an IOTV but maybe ditch the IFAK for a Roll 1 IFAK you can hook to your PC on your lumbar - it'll open up space on your belt. Replace the 12oz nalgene pouch for a 2 mag pouch for actual mags so you're up to 7 since you're IN and not SOF you can keep your 12oz in your dump pouch with elastic cord while on mission - this makes it multipurpose for water/snacks and empties/trash. Also, I have my MBITR pouch (Crye) attached to my PC via hook and loop at the front (offset to the left) between the inside of my cummerbund and on my body so I have open space on my cummerbund (radio does get warm though). If you really wanna keep your 12oz on your belt and not in the dump, you could put a single 2 mag pouch on your cummerbund (in place of the MBITR pouch you have on the cummerbund) so you're up to combat load. For your GP pouch - you could instead add a dangler to the front of your PC hook and looped or with a tube setup (check out the Shaw Concepts RAID). Or, get a front 3 mag placard with a build in GP pouch and pistol mags/multitool holder (ie D3CRM). None of this is super cost effective, but it'll make your life so much better when you're working.
Edit: I'm a medic so our loadouts are a little different but I can definitely appreciate the struggle of setting up a decent kit which takes a lot of trial and error.

Thanks for the advice. 7 is standard, in the long run I'm planning on running a placard that's got 4 mags, plus 1 on the belt and another stowed wherever I can. I used to have some mags on the inside of the cumberbund similar to the radio pouch idea. I'd prefer the MBITR there, just don't like the buckle on this particular pouch digging into my side. Cost effective is definitely the point I'm at right now, but I'm slowly working on fixing the shortcomings I've got right now.
