you certainly can. You need to connect locations via a network. small offices can use asa 5505 as their firewall and set up VPN lines between them. essentially your question is networking one , any PBX solution has no limitation of distance.
If you want a private PBX, ask your IT person (or use Google) to setup a VPN network between sites. Otherwise you can go the "Hosted PBX" route and simply configure your devices to connect directly to Hosted servers.

My Goal I'll give my family living in the Philippines a local phone number in their area, Once they call that local number my landline will ring in Canada. Thus no long distance charge, is that workable\? I am not cheap,,, I am on a budget
+anthony guada , That was actually impossible. just use internet. is not much but it somewhat good. you also dont need to have charge much because we do have skype and fb or even twetter thats cheaper
Skype or Google Voice is you best bet. The PBX's can not read your mind and know where you are yet. Don't be afraid to have different phone numbers or other ways to get a hold of you.
I live in Uganda and use a USA phone number on my mobile. When that number is dialed, it rings on my mobile. So i would say its possible. I got it because i have several clients in USA who regularly called me and i justed wanted to make it easier and cheaper to contact me.
