More detailed story: Kotoha, Inosuke's mother, was in an abusive family until upper moon 2 Douma came along and murdered the entire family, rescuing Kotoha and Inosuke. Kotoha at this point had no clue that Douma was a demon, and he took a special liking to the two. She joined his cult, meanwhile he had no plans of eating her, instead wanting to keep her around until she inevitably died of old age. One day, she discovered he was a demon and booked it, leading him to chasing her down to kill her. She threw baby Inosuke off of a cliff into a river so that he would have the smallest chance of survival, and then got eaten by upper 2.

Well it actually has another reason. When they were fighting enmu on mugen train, The worm thing hypnotised Zenitsu and Tanjiro, While Inosuke had his mask on. He didn’t get hypnotised . It’s kinda like Muichiros baggy clothing, nobody can see where inosukes eyes are so they can’t hurt him anywhere in the face.
I don't think it was for that purpose, it simply just helped. However, he did say he was just scared to look at him. I think it's supposed to try to make himself more intimidating. He also thought it was because Enmu was to scared to look at him, which just shows how intimidating he thinks he looks, so I think that's more of an unexpected perk than a reason
