If police instruct you to stop and you run away from police. Police chase after you and if you are caught, police pin you down with reasonable force to be put on handcuff, arrest of suspect using reasonable force is what I have saw in the video. This is SOP for any police force in all parts of the world, not just HK, regardless of whether you are a 12 year old or 80 year old. Don't expect the police to be politely telling the escaping suspect to stop and do nothing afterwards. Obviously, the scene in the video involved crowd control during a protest. One ought to know what could happen within an area with an active protest going on, any person found there can be arrested in any moment. If the person is not involve in the protest, the person should not be within that area. Question: why is that 12 year old girl presence in that active protest area, and why did she run away from police? If she is innocent, she should stay put and talk to the officers. You can argue that she is young, innocent, afraid, and run when confronted by police, but you have to be fair on the other side and understand the macro environment. The fact is that the majority of protesters are young kids and college students, and many of these protesters have turned violent. In the eyes of the law enforcement personnel, not all kids found there are innocent. The police duty is to maintain law and order, and to arrest those who breach the law. Simple and straight.
