NASA and Howe Industries are developing the Pulsed Plasma rocket or PPR. The aim is to fuel rockets with a nuclear based system to produce extreme speed. They say it “holds the potential to revolutionize space exploration.”
Here, potential is a noun meaning something that can develop or become real. As an adjective, it describes the ability to develop, achieve, or succeed.
