Katsuki already know what he did was wrong, that's the whole point of his character development. He went from a self-absorbed asshole to a actual respectable hero. And deku was caught off guard with the apology which made him give up the vigilant position

Yeah, I fully understand that backugou has grown and changed but at the end of the day it's midoriya's choice to forgive him or not, he was the victim and the one who has to live with that. And you can support someone becoming a better person without forgiving them or telling them that what they did to you was okay, just like you can support someone becoming a better person and forgive them for the past, both are valid
I agree with you that bakugo has grown a lot but I feel like it not right because bakugo has not faced any punishment of his actions. Currently with endeavor, he is suffering a lot from his past mistakes.
