Start spending some of those petrodollars on terra forming the desert with massive desalinization projects using that beast of a Sun you've got to do it. You could pump freshwater up to a high point of a watershed and let gravity carry it back down to the sea. Ideally it would be used up before the shoreline being transformed as humidity under the branches of trees.You'd have forest and streams under a shady canopy. A bicycle path could wend through it. Strategically placed shade walls and even canopys could provide opportunity for cool micro-climates. As it is now, Dubai is just a bunch of concrete flats, parking lots, duplexes, and densely placed houses punctuated with engineering oddities, all with no sense of place. Dubai is an odd absurdity surrounded by hot flat sand and hot saline stagnant seawater. I don't know why I'd want to go there. Maybe I could get drunk and ride the ferris wheel?
