horsetail I think, the knee high ferny spikes not mares tail. It has the silica. Equisetum arvense, if you pick lots wear gloves, the silica is abrasive.

I always heard that fertilizing in fall should occur after the first hard/killing frost.
I think that would work. You will know tree growth has slowed at that time.
