So like a slower weaker impact, but quiet and probably cheaper. How good is it for tightening the lugs?

It works fine but I would only use it as a temporary fix until you can get off the road and put a proper torque wrench on it.

Removing too many tires to use a breaker bar but not enough to get a real impact?

This isn't a daily use tool. It's for if you have a roadside emergency.
