when the handle is turned halfway, my window tilts open. when the handle is turned all the way up, it should turn open like a door, but i cant turn the handle past halfway. any suggestions
What you're describing is an EU version, of "tilt first" mechanism. It's a child protection version. You can't do anything about it, since it's dependant on the mechanism it'sself. In order, to change the positions, the whole lock should be replaced, for a standard version.

Where and how do you install the tilt section?
Tilt and turn "section" comes with frame. You install frame first and put T/T "section back on
