The whole premise of the new covenant is the combination of Jesus and God as John 5:24, to believe the Word of God spoken by Jesus before and aside from the Cross.
Most atheists or agnostics or those who did not grow up in the church don't have this paradigm about works vs no works. This is something we get knowledgeable about later on. If the gospel is truly simple, a one time belief in him, needing to have this additional knowledge would be adding to it. When you believe in the gospel, you get saved, simple as that. You didn't do any works to do it you just believed, whether you know you didn't do any works to do it or not.

In addition Hebrews 11:39 makes this explicit " These were all commended for their faith, YET NONE OF THEM RECEIVED what had been promised."

To mistakenly insert "repentance" is to imagine God only gives his grace to those who have made themselves 'worthy' but the. NT is clear that grace comes to the unworthy... The misfits. Paul's experience on the road to Damascus is given as an pattern of how grace comes. His repentance comes after, not prior.
