The point isn't to engage the brakes (the park brake is already engaged); the point is to allow you to determine if the brake lights are working when you go to the back of the bus, because you are generally doing the inspection by yourself.

I noticed now that in southland buses that when the bus stops to pick up kids to school, the stop sign doesn’t work and the top lights also don’t work
