Fun Fact: if you have villager in your house, use your camera to tell when they want to leave (first person recommended). If your villager doesnt emote when near you in the camera, you know they want to leave.

When I went to Harve's Island for the first time after I unlocked it, I went into the studio and all I had to do was listen to a tutorial about phototopia. I didn't have to take photos, I didn't have to decorate, nothing but listen to the tutorial. The next day the plaza was open.
You have to have a 3 star island rating. You already had that and then went to the island. As a brand new player I did exactly as you have described and it didn't work.

I was looking for a video that explains how to unlock the plaza part of Harv's Island and I am glad that somebody actually did make a video, rather than the ones that I have found so far which is just talking about who is on Harv's Island and then goes straight back to talking about either their island or HHD/HHA. Thank you for making this video, this has helped me so much and now I can redesign my island with this info in min. 😊
Personally, I think it would be better if Kapp’n took you to Harv’s Island/Plaza to give him an other use except islands 😁 (but you could still go to him for islands)
I actually unlocked the plaza with 2 star rating! I got the letter from harv and then i visited his island and boom his plaza was unlocked!! I even checked my island rating after unlocking his plaza and it was still only 2 stars :)
If you have happy home paradise, eventually you can turn polo to bells. If u do max amount each time you get about 47k, so its quicker. If you don't have happy home paradise, idk.

firstly you have to update to 2.0 (if you havent update yet ) 3 star island be island representative donate 1 arts talk to blather on the next day after donate after receive photo from blather , go find brewster by using kapp’n boat
If I already got to the 3 star rating but it has since fallen to 2, and I haven’t done a photo session yet, will I have to get it back up to 3 before I can unlock the plaza?

Update: it turns out you must wait until the next day to unlock it. This applies to the be a chef! Diy recipes+ app and kapp'n too. If you're impatient, you can just time travel.
I think another thing that made me stuck on my island is.I was satisfied with all my villagers and animal friends.But also after some so long as so many years.Maybe I'm just bored with them.And I do need to try out new people and give away my villagers...

You do not have to currently have a 3-star rating, only terraforming unlocked, so a 3-star rating at one point.

You should try using nookazon, you can trade nook mile tickets for bells and that should hopefully be able to help!

Keep playing day by day until nooks says the res tent is upgrading to a building then you’ll have isabelle

so to unlock K.K you must get 3 stars and he will set up a schedule to your island
