While in Alabama, I once mentioned to a fellow worker that I was visiting my sister, who lived in Florida. I live in Canada and he lived in Alabama. He jokingly drawled "Oh by the way, we'd like to have our state back". (Many Canadians live in Florida during the winter!). I suggested that he come up to Canada in February and we can sit outside and discuss his complaint further... His reply: "Well, you don't have to get nasty about it". :)

The lowest temperature recorded in Brazil was -17 (1.4) in the small mountain town of Urupema in southern Brazil. In my city (Curitiba) it was -7.2 (19). But it was an extreme case, normally only 3 or 4 days a year the temperature is below freezing here.

They have been having a lot of nasty snowstorms lately. With record freezing temperatures.
But the same Himalyan platue affects Indian climate but it is pleasant summer in India right now but at himalyas, temperature is still -15°C

Chile’s average was 8.71°C which surprised me. Chile is very mountainous though with an average elevation of 1800m if I recall correctly. That probably explains the low temperature average.
I am assuming this average is for South America only.
Villa las Estrellas is far from the coldest place in the world.
The Vostok station in Russia is much colder and is recognized as the coldest point in the world.
