Because train is of WESTERN RAILWAY and Locomotive is also provided by any WESTERN RAILWAY Loco Shed is regular link. Example - If you get SRC WAP-4 with this train it will be a proper type of Offlink because Train is of WESTERN RAILWAY but Locomotive is provided which belongs to SOUTH EASTERN RAILWAY, that is a perfect offlink.
