Multiple reasons
He only has three attacks which is takes a second to restart and when standing in the middle of whatever your trying to hit it won’t take damage so you have to stand in front or behind whatever your attacking
He only has one down kick move
His power attack takes a bit to long to start and he can easily get hit by enemies and because he spins around in one position he can only hit the enemies around him
The only two things that make him good is his jet-punch which is his uppercut and his shotgun
