I found that if it is hot weather, or the cupcakes are going to be stored inside a cardboard cupcake box (with plastic film on top), it is better to add tylose powder (so at least 50% fondant 50% gum paste, or 100% gum paste). If it is just for my own home party and the weather is not too hot, I usually just use 100% fondant. I let the cupcake topper dry at room temperature for at least 24-48 hours, then pop it on the cupcakes at the last minute. The cupcake toppers are not covered in any kind of box at any time, so it won't go soft again. But nowadays, I do recommend to add tylose powder to make the toppers, especially if it is a customers' order.
