Just a saw wave with lots of reverbs and mess with it a lil with the frequency and modulations, lfo, etc. Just learn how to sound design and also trial and error by having a reference and try recreating that specific sound. The plugins depends on you, just find a synth similar to a wave, it can make the same sound. Additionally you can use any ear candies that sounds like ice (chimes and jingle bells for example) and just put a reverb on it and you'll have something swahg
