You can use a grinding wheel on a Dremel to cut a slot across the screw head. Then use a standard screwdriver to unscrew.

Do licence plate covers fit over these anti theft screws? Like kinpin and altrex?

Not really anti theft screw. Just get a broader flat screw driver you can unscrew it.
