let me explain why I ranked Yoru and Fami higher than Makima.
Yoru and Fami are featless, but since they are horsemen, we know for a fact that they neg the Gun Devil and that Pochita negs them.
"If I could guess, I'd assume the more feared they are/were, the older. So the oldest to youngest would be :
- Death Devil (not introduced yet)
- Famine Devil/Fami (People fear starvation more than war or conquest, and it was also confirmed by Fami calling Yoru her younger sister.)
- Yoru/War Devil (If we go back to before Yoru was eaten, wars would be more common the less developed the world would be, so the fear would also be common.)
- Conquest/Control Devil/Nayuta/Makima)".
but the oldest doesnt mean the strongest, so this may completely be false, because I don't know how Fami could defeat Yoru if Yoru has nuclear weapons 💀💀.
For the moment, those are just theories, and we will have answers in the upcoming chapters.

FAMI AND YORU WAS SO FKING PRETTY
1. DarknessDevil/FallingDevil (interchangeable)
Narratively speaking they are the strongest since they are the embodiment of natural human fears and devils get their strength from fear, so they are the embodiment of the greatest fears in humanity. The Falling Devil with a fraction of her power shifted earths gravitational system causing millions of casualties around the world in her base
2. Pochita
Pochita scales over Makima who is debatably one of the strongest in the entire series, Part 2 included, Pochita went toe to toe with all of the horsemen and the weapon devils at once and managed to escape
3. Makima
She 1 shot the Gun Devil in her base, went toe to toe with the Darkness Devil which was stated to be “transcendent” and was stated to be leagues above “some Gun Devil” and was capable of shooting Pochita into outer-space and perception blitzed Quanxi
4. Gun Devil is fast enough to kill 1.2mil people in a span of 5 mins (Mach500) and can kill hundreds of people within a 1,000-1,500m radius in a split sec (Mach1,400) which is a MHS+ feat (MassivelyHyperSonic+) this was achieved at 20% of its power
5. Fami
Fami and Makima are interchangeable due to the fact that Fami starved and controlled the Falling Devil which has planetary feats, and Makima scales over her due to how much we know about her, we have a greater understanding of her abilities and we have greater feats and more feats to properly scale her. Fami simply doesn’t have enough feats to properly scale her and we don’t have a full understanding of her physical capabilities and hax/abilities so Fami be at 5
6. PrimeYoru
PrimeYoru has the nuclear weapons which basically allows her to nuke cities and countries making her broken asf, but she has absolutely no feats to scale prime Yoru, but we do have a understanding since she could’ve stopped and prevented the prophecy and she isn’t nerfed so we do a understanding somewhat so she will be at 6
7. Hell Devil
It can send someone to Hell where they die, they either run into a primal fear or get jumped by hundreds of devils at a time, the hell devils hax are broken
8. Quanxi
Quanxi was stated by Kishibe to be the strongest in the world in hand to hand combat and can utilize an arsenal of weapons in battle. She also blitzed hundreds of dolls in her base in a few seconds, and blitzed Angel which casually reacted to a bullet meaning Quanxi is SuperSonic+ in her base (Low ball) HyperSonic (High ball) and not to mention she has the CrossBow devil and in the latest chapter blitzes the LongSwordDevil before it can defend itself

And Makima 1 shot the Gun Devil from 500kilometers away, and shot Pochita into outer-space. And if you wanna take into account Prime Yoru with nuclear weapons, and argue that she can nuke countries, well that’s deadass useless against Makima who has superior AP, range, and speed

Also Makima is superior to the 100% Gun devil in terms of speed using her 1,000year spear that she can utilize by using the Angel devil, which is a light beam attack. And Pochita reacted and blocked to this attack getting him to FTL and Makima blitzed Pochita getting her “bangs” to FTL+ lmao. So a hypothetical full power Pochita should be MFTL and the primal fears (narratively) should be MFTL+ and Makima was shown to be relative to the primal fears in her battle with the Darkness devil and primal fears were shown to have planetary AP. When the Falling Devil shifted Earths gravitational system and caused catastrophic damage to the world, getting its AP to planetary. So knowing that Makima was relative to these beings, then she should have Multi-continental AP with FTL+ speeds
But there is scaling for Yoru is pretty debatable. Because Fami states that Chainsawman and Yoru can take out the Death devil, which was stated to be the “strongest.” And Yoshida had the balls to say that he can take out Fami which was able to starve and control a primal fear. And Fami’s earrings resemble Pochita’s cord and Fami has 2 of these, implying that Fami might’ve killed Pochita 2 times but Pochita respawned in Hell. And Yoru was able to make Yoshida shit himself and almost blitzed Pochita, but she underestimated her powers and crashed into a wall. Not to mention her nuclear weapons which should make her stronger than she already was. So it’s 50/50

I personally think a Prime Makima would be above Yoru and Fami but that's really my only complaint (falling and death devils hadn't been revealed yet)
A prime Makima would be a Makima that a had successfully defeated and controlled Pochita without Power or Denji coming in clutch.
With Pochita under her Makima would be able to soundly defeat and erase death, war and famine. Making her one of if not the strongest in csm.

Reason:Makima being praised even after her death truly shows how fearsome of a reincarnation she was.Not only that,she was sooo close to achieving the ultimate power of chainsaw devil but had to die for plot(apparently she wanted to fight death and save the world but in a twisted way.)We all know why prime yoru is 1st to the other two horsemen.For falling being on par with darkness is simply because of how both of their tiny portion of power caused massive chaos(fami revealed the falling devil was just a portion).

But the Chainsaw Demon is not guaranteed to be able to defeat the Death Demon. According to the manga, we have information that only the Demon of War can resist Death. But even here there is a nuance. The fear of war also comes from the fear of death.

At their current states, Yoru is weaker than Makima imo. I have no doubt she was once stronger and has more potential, but the absence of war after the world wars and the demise of the nuclear weapon devil significantly weakened her. What we’re seeing at this stage is her near-death form, and she hardly had any way to counter the falling devil.
