I think the answer to this is similar for any cloud based service - it's a means of outsourcing infrastructure setup. Instead of managing hardware (including upgrades/migrations), operating system updates, security patches, a fast internet connection, etc) the cloud service handles all of it for you. But if the rest of your infrastructure is local and there are no plans to move it to the cloud, it might not make sense to use a cloud provider for your database.

Why would an AWS DB be better than just sticking your data on a local/vps postgres server?
