Honestly, I think its all the countries that are not ethnically diverse such as Korea/Japan/Norway and Poland which will most likely be racist to a black person if they were in their country because mainly white people live there and it would be very rare for a black person to live there. It's not about nationality per say. It's about context and reason and what people perceive as 'racist'. Also when we say nationality, what do we really mean? For example, eastern europeans in the UK are generally okay (2nd gen) but eastern europeans in their own country tend to stare at coloured people or worse. Generally lighter skinned africans/indians look down on darker skinned africans/indians. Coloured people can be racist too. In south africa, racism exists in every direction.

I leave in Belarus and although the is a few people you can get along with if you speak russian , the is just too much racism that I even lost weight due to so much stress. Some docter in south africa worned me about not moving to eastern earope because he has traveled to most of the countries there but my hard head wouldn't listen.
I think there’s sub-conscious racism and conscious racism, there’s racism where you intentionally know you’re being racist but don’t care and there’s sub-conscious where you don’t realise you’re being racist or have racist tendencies but if I had to point a finger I would say European countries (but that might just be my experience as I’ve only lived in the UK )
