There are some effects which needs GPU to run, CPU can't handle that's why, as of now unfortunately I haven't figured out anything regarding this, but I hope in future will try to upload a tutorial on this after detailed research and analysis. Thank you!

No without GPU Davinci Resolve won't run, Davinci requires atleast mid range GPU to run...try installing Premiere pro's older version like 2016 or 2017

Nope! For 4k 60fps you atleast need a 6 or 8 core processor for smooth workflow and so as GPU and RAM
