I think that sand paper on a popsicle stick would work too, maybe a couple of different grits of sandpaper and the reach would be easier than that tool. Or a coarse nail file. (havent tried it no idea if it works just thought of it when i saw your sharpening stone)
It will probably work, however these tool steels are super tough. You will go through a lot of sandpaper and the grind won't be as nice. I could however imagine that jewellers files would work pretty good.
Its a Lansky sharpening stone at 120grit. Lansky is I beleve a US Company so it should be easy to get ^^. If you want to spend a little bit more, you can get the diamond sharpeners from them, those should be even better for this job.
