This is a very organized ceremony. As an NJROTC Commanding Officer, I can view this as a prime example for a Change of Command ceremony.

Woah, from Chief to Lieutenant Commander. Thats a whole 6 ranks he skipped there! But then again, cant have CO be an Ensign.
