Yeah you are right. Uncertainty principle doesn't depend upon any observer. Uncertainty principle is inherent property of a quantum particle. For this, you have to know the dirac delta function. And '∆' can't be use in formulae because in uncertainty principle uncertainty in position and momentum mean standard deviation(or ' variance' or small sigma) in position and momentum. In physics, ∆ and variance have different meaning.
