After cleaver stacks, Jinx should have around 65 armor, which is about 40% damage reduction. So you're getting around 9% extra damage against even the squishy targets that aren't building any armor. Not just that, but everyone on your team is having her armor reduced by that much once it's stacked. Granted, there's a pretty good chance that once you do stack it on her, she'll probably already be dead, but it's not completely useless against base champion armor values at this point in the game.
