Me too. Buu having the strength of Super Buu would've been very interesting in a tournament. Even more so in TOP. Super Buu isn't exactly a pushover compared to most of the TOP fighters.

Being knocked out of the ring, all he has to do is throw a part of himself back in the ring and blow himself up and then regenerate from the part that he threw in the ring.

I do remember Toriyama talking about his regret of adding the spots to Cell, because it meant having to draw every spot for every frame that cell was in focus, and it was so time-consuming.
That would drive me mad and I would not regret just that, but my life decisions hahaha poor poor man. Drawing cell without the dots would have saved sooooo much time. Animating cell is a nightmare.
Its actually because the animators hate drawing cell due to all the little details which make it difficult to draw and animate. This was admitted along time ago..

Couldn't beat Cell? Goku wasn't even SSJ2 when Cell's explosion killed him. He had blown way past that by the start of the Buu saga, and Saiyan God form would have ground him to dust with ease.

Toriyama's editor wanted Cell, but Toriyama said he didn't want to draw him anymore cause the spots on just one of his drawings took as long to make as a whole page and Toriyama Saud "F that..." /s😂
Yeah Akira Toriyama made every frame and motion cell had in the show have the perfect representation of how each individual spot would look. So how would that spot look from above below from the side with each and every motion. Now do that with every spot on cell and remember each spot and how it looks on his body. Add in lighting and flashing energy attacks and now every frame of art becomes a perfectionists nightmare.
Frieza was added for comedic reasons. He's the best trash talker and, by far, the funniest character in the show. For example, in the Tournament of Power, after Dyspo was rambling about how fast he is, Frieza told him, "A master of retreat. You must be so proud." This is probably my favorite quote from Frieza in the entire show because it shows how hilarious Frieza is and how he can turn the tables with his words.

After cell blew himself up and came back he had an aura that was super sayian 2. Which means he can get stronger. After all. he was built with sayian cells.
Cell spots was hell for animators if they think that’s hell they try animating Spider-Man with his webs on his costume, or clay face Batman animated series clay constantly moving , carnage with black veins on body, animators from 101 Dalmatians had no problem

Writing aside, goku chose frieza because of his gold form. It was on par with blue so it made sense to get the strongest as a replacement for buu. Buu who was already stronger than perfect cell. Cell wasn't even in the conversation.

Cell as he stood after his resurrection during the Cell saga, he would be stronger than all the humans plus Android 18. Also there's Buu, but he wasn't part of the tournament, so in reality, Cell would be in the middle of the pack, only 6 fighters are way above him. I'm not sure where to slot in Piccolo, I'd say he is still a bit lower power than Cell, or thereabouts, he couldn't be much stronger all of a sudden, otherwise he'd be way too close to Buu's level, which he definitely is NOT. What did he adapt to? He just gained a power boost and only ability that kept him around so long as Piccolo Regen. He is literally just another basic character.
Goku chose Frieza because he was the strongest mortal in universe 7 that Goku knew and wasn't on the team. At that point Goku didn't know of anyone stronger in universe 7 than Frieza or Vegeta.

I would imagine Dragonball Super with a seemingly worse time crunch on episodes would have found Cell even more impossible. I also heard Toriyama made Goku's hair blonde so his partner, for the manga (black and white) could have a break from shading in Goku's hair any color. Not positive if that is confirmed though
Yes, thats why when he uses Instant transmission to return to earth, even tho he doesn't have 18 absorbed he returned in his perfect form. In addition to that its commonly infered that before cell self destructed he was in a way in Super sayian 1 and after his return when he is "super perfect cell" he is in Super sayian 2, and this can be seen by both his Aura when he powers up, but also the Ki lightning that surrounds him when hes fighting ss2 Gohan

Another reason could be that Frieza already showed to be a good pick as he had already achieved his Golden form. He was already on the level of god hood where as we don't know how much more powerful Cell had become (if he even was training all that time.)

cell has the potential of goku, piccolo and frieza combined. that means he has the potential to go golden cell faster than frieza got his golden form since he can get the zenkai bosts from his saiyan DNA and, of course, he can reach SSB like vegeta did. even better... cell can use kaio-ken on top of that. let's be real. for any character that has been on earth, and shown any potential, before cell's death, cell has that potential and more.

The simple reason is that Frieza was the strongest enemy at that point. Cell would be weaker compared to Golden Frieza and since the fate of the universe was at risk, you wanted to get the strongest guy you could get.
Let's be honest, the reasons why they did not bring back Cell was because Cell was hard to animate and after the whole Frieza's potential thing, Cell would be infinitely more stronger than Frieza or anyone else.
Cell was defeated by Gohan and that would detract from goku bc goku is so important that they had to make a villain arc for him at the expense of everyone besides vegeta and trunks 🙄👎
A other one is that Frieza was seen more recently with higher power. They don't have a reason to believe Cell would be as strong as Frieza anymore. Also, Goku only thought of Frieza cus of Beerus mentioning him and his army. With how long it's been, I doubt he'd remember Cell anytime soon and or consider him a good choice.

Then again that might be the reason too. Freeza wouldn't have all of the many additional advantages Cell has. Cell could spiral out of control if given the chance. With Cell you could im theory have an Orange Gold Super Saiyan Blue with a regen factor greater than Piccolo that also gets Zenkai Boosts. He could have become far more dangerous than Freeza after the tournament.
Ok I agree cell getting golden but cell tapping and getting ssb and orange is impossible. First cell needs whis to train him to get ssb with god ki same as with orange he would need shenron to give him that form since that’s got piccolo got it.

It's because Goku needed a strong fighter right then and there. Maybe Cell could have surpassed Frieza if he had actually bothered to train himself, but that was not an option at the moment.
Also important to note, differences in goals, Cell is basically Kid Buu as far as personal goals go….no reason for Cell to save a universe he’d just go on to destroy anyways

When he realized Gohan was possibly stronger he withdrew all what he thought and decided to focus on him, when he came back as super perfect he could’ve destroyed the earth easily but he himself decided to come back and fight Gohan AGAIN. He wasn’t taking nor holding that L. Even in filler Cell would give anything to leave Hell. And he also trains down there. In canon if they brought cell the opportunity to do so in the tournament, he would take so much pride because he himself is basically Saiyan android and whatever Frieza is. Saiyan over anything, and he would’ve unlocked a new transformation and had new moves, likely would’ve absorbed someone in the tournament, all the same. Frieza did have a life so there’s that reason as to him keeping his word, cell more on just destruction and proving his own power. Kid buu was pure destruction no end or reasoning behind it

He was already in Super once and had gotten stronger than Goku Blue so he was technically the strongest person in Universe 7. Even if he hadn't gotten used to it, yet, though Goku had a hard time dealing with SSJ3 regardless of how much time he spent in it so there's no guarantee that Frieza would ever get used to his golden form.
Cell in his base form aint shit. He can't get stronger without absorbing androids. Wasn't a lot of androids in the Tournament. Frieza literally trained for 3 month in his whole life to become gold. Goku and Vegeta spent most of their life training just to have Frieza barely try and become far greater.
Cell technically has all the training and experience that all the Z fighters had, it reached a point where he can even copy moves he didn't even know he could do (spirit bomb)

This is not accurate. Cells regeneration factor wasn’t like Buus, and we saw that he would lose stamina from taking damage. There’s no indication Cell has potential like Frieza. The height of power we saw from him was roughly on par with 11 year old Gohan at Super Saiyan 2.
you know if you think about it Cell has scary potential any form seen in the show Cell can technically mimic he would just have to apply himself enough. to those who say he would need to drink more people to make that happen i think any of his forms could train and get stronger the drinking people thing was just a shortcut for him rather than a necessary route but the androids were vital to him gaining his perfect form.
Cell would be extremely weak. by the time they convinced Frieza to join them at least in the manga they already had to go. If they revived cell he would’ve had no time to train.
Cell has zenkai boosts and can regenerate, plus he can copy techniques like Goku's instant transmission. On top of that, he has Frieza's DNA in him anyway, so he could've easily caught up with everyone else in no time
That is true, after all it was an imperfect Cell who killed future Trunks, after Trunks became Super Saiyan. So at that point Cell was Stronger than Frieza as Frieza tapped out to both SSJ Goku and SSJ F. Trunks. Future Imperfect Cell is Stronger than I would say a low level Super Saiyan ( Future Trunks, before Training in HBTC), And I would put Semi- perfect Cell around a mid level Super Saiyan ( probably around Kid Goten or Kid Trunks) and perfect Cell probably be around a higher than a mastered Super Saiyan, ( Goku, as Goku stated himself that Cell is Stronger) and what i considered to be Cell super Saiyan 2 form would be around Mastered Super Saiyan ( Teen Gohan, as he was the strongest at that time), in fact if it wasn't for protecting Vegeta his Arm wouldn't have been injured and he wouldn't need Vegeta to distract him. However things played out they did, but all in all it would've taken no time for Cell to reach or Surpassed their levels either by training or absorbing people and if he trained it'll take him the same amount of time as it took Frieza when Frieza trained to get the golden form and the black form.

In his previous forms he could only get so strong without absorbing an android and upgrading to a new form. In his timeline training was never going to make up for the loss of 17 and 18. (in fact, he admits he didn't expect it to happen) this implies he could substitute an android with a boost. there's no evidence he couldn't substitute both androids with two boosts. limited potential? 🙄
@WilliamWizer maybe, but just because he was able to achieve his perfect form after losing 18, doesn't mean he could have achieved it without ever absorbing her in the first place. Cell previously having his perfect form could easily still be a prerequisite for him regaining it. Their's nothing that confirms he could have just trained to become perfect cell from the start. I'm not saying I'm 100% right about his limitations, but I definitely think it's still up air because we don't know if his potential was any higher than it was when he died because that's where they stopped developing his character. Just my personal opinion, but i think Freeza was a better choice to return. He's the original biggest threat in the galaxy before cell, buu, beerus, ect and has decades of history that intertwines with goku and vegeta. He's the arch villain of the series, and that's why he gets the ass pull power ups
Also, putting Cell in a room with all the most powerful fighters from across the multiverse is a supremely bad idea since he gets all his abilities by stealing them from other people.
The real reason is Cell wasn’t a popular Villain. But for the story, Cell wouldn’t have made no sense. From the beginning of DBS (or the 1st super movie), Frieza was established with connection to Beerus. Then you add the frieza movie and after that, Frost being his U6 counterpart. It would’ve seemed too odd/ random fan service to just add Cell. Especially when Frieza went Golden! It was over for Cell and consideration for the TOP. His cells are of all the DBZ universe. But not to the point he just gains Divine level equivalent power. Because it didn’t exist in Cell’s TL. Plus with that that short of time being basically last minute.
I actually think it’s cuz besides Vegeta, he’s fought with Frieza the most at these levels. That’s why towards the end of their battle with Jiren he and Frieza melee rushed him, and were in perfect sync. They KNOW each other.
Though, Cell would be so happy to have a tournament bigger than his, where he for sure isn't the strongest, and has to be a part of the crowd and have to find his way for all the universes to see him as perfect
Frieza had a life. If you bait him with resurrection, he has a whole empire to reclaim in case of victory. If the universe end, he has something to lose. Cell would probably don't give a single fuk.
I thnk it's also because Frieza is an adversary that you can respect, even though he's evil, while Cell is a robot purely bent on destruction and might not have even wanted to participate or cared at all.
Cell had everybody’s potential, Goku, Vegeta, Frieza, Gohan all rolled up into one. Remember when he blew himself up and survived, his Saiyan genetics kicked in and multiplied his power on recovery. The biggest problem with Cell is if you don’t get rid of every last piece of him, he’s gonna comeback stronger. Remember he went from 2nd form to Ultimate Perfect, if he keeps blowing himself up, he could just regen to get stronger.
There is also another reason. The Tournament of Power is set up from all the previous arcs of Dragonball Super. -In Beerus Arc, we get introduced to Angels and Gods of Destruction. -In Frieza Arc, we get to see Frieza being stronger. -In vs Universe 6 Arc, we get introduced to the Super Dragonballs and get a grasp of the multiverse. We also find about Zeno and he starts liking tournaments. -In Zamasu Arc, we get introduced to the question "Are mortals worthy of living?" and to Zeno's abilities. -The Tournament of Power is the answer to the question of the Zamasu Arc. But Zeno (who was already introduced in the Universe 6 arc), unlike Zamasu, allows them to show him why they are worthy. He also gives them the Super Dragonballs to have a chance back to life. All these wouldn't have happened without Beerus, who showed them the multiverse. If Frieza wasn't there, it would be the only irrelevant arc.

It would have been a great chance for Cell to get a new design without the spots. His design with the hair would have been perfect. His Saiyan traits fully showing, with his outfit showing the progress of his training/evolution.
- Cell got killed by Gohan when he was still a child, then we didn't see him for years - Goku know how Frieza work and trust him in a extend but don't know how cell could react - The main reason Goku choose "less powerful being" like humans for the TOP, is also because he know how humans can be cunning. And if they lack strength they do have skills to compensate (For example; Roshi Mafuba) Frieza is way more cunning than Cell and he proved it, TOP isnt only a battle of power but also of strategy/mind And that's also why Jiren who was the strongest didn't win at the end
I think one major point, which is basically the only reason he didn't pick Cell, is because freiza is so much stronger, so he could help so much more during the TOP

For example, in the Tournament of Power, after Dyspo was rambling about how fast he is, Frieza told him, "A master of retreat. You must be so proud." This is probably my favorite quote from Frieza in the entire show because it shows how hilarious Frieza is and how he can turn the tables with his words.

You got Android 17, somehow way stronger than Cell (how did this even happen??), Gohan, Goku, Vegeta and Frieza, only them standing stronger than Cell. Also there's Buu, but he wasn't part of the tournament, so in reality, Cell would be in the middle of the pack, only 6 fighters are way above him.
I'm not sure where to slot in Piccolo, I'd say he is still a bit lower power than Cell, or thereabouts, he couldn't be much stronger all of a sudden, otherwise he'd be way too close to Buu's level, which he definitely is NOT.
So it is acceptable that Android 17 could train all these years, ALONE, more like fighting weakling human poachers, and somehow be almost on par with a worn out Golden Frieza, clearly tanking the most vicious attacks from Jiren, but all of a sudden, Cell could not possibly be as strong a Frieza.

The simple reason is that Frieza was the strongest enemy at that point. Cell would be weaker compared to Golden Frieza and since the fate of the universe was at risk, you wanted to get the strongest guy you could get.
Let's be honest, the reasons why they did not bring back Cell was because Cell was hard to animate and after the whole Frieza's potential thing, Cell would be infinitely more stronger than Frieza or anyone else.

This is not accurate. Cells regeneration factor wasn’t like Buus, and we saw that he would lose stamina from taking damage. There’s no indication Cell has potential like Frieza. The height of power we saw from him was roughly on par with 11 year old Gohan at Super Saiyan 2.

So at that point Cell was Stronger than Frieza as Frieza tapped out to both SSJ Goku and SSJ F. Trunks. @WilliamWizer probably not necessarily. Thiers a good chance Cells potentially is fairly limited. In his previous forms he could only get so strong without absorbing an android and upgrading to a new form. In his timeline training was never going to make up for the loss of 17 and 18. So it's not crazy to think his final form would also have a limit before he would need further artificial enhancement

to begin with, remember that in his own timeline cell killed trunks after trunks had destroyed 17 and 18.
if that's proof that his potential is farily limited without the androids here is another from our timeline:
during the fight against gohan, after cell released 18, he went back to his semi-perfect form but managed to raise again to perfect without absorbing 18 again.
this means cell didn't need 18 to become perfect. he just didn't knew he could reach perfection without her. (in fact, he admits he didn't expect it to happen)
this implies he could substitute an android with a boost.
there's no evidence he couldn't substitute both androids with two boosts.

@WilliamWizer maybe, but just because he was able to achieve his perfect form after losing 18, doesn't mean he could have achieved it without ever absorbing her in the first place. Cell previously having his perfect form could easily still be a prerequisite for him regaining it. Their's nothing that confirms he could have just trained to become perfect cell from the start.
I'm not saying I'm 100% right about his limitations, but I definitely think it's still up air because we don't know if his potential was any higher than it was when he died because that's where they stopped developing his character.
Just my personal opinion, but i think Freeza was a better choice to return. He's the original biggest threat in the galaxy before cell, buu, beerus, ect and has decades of history that intertwines with goku and vegeta. He's the arch villain of the series, and that's why he gets the ass pull power ups
theory was since frieza was already revived with the dragon balls, he chose to get frieza and he wont get revived again

At the end of the day we all loved having Frieza back and it was a fantastic tournament of power.
Also, putting Cell in a room with all the most powerful fighters from across the multiverse is a supremely bad idea since he gets all his abilities by stealing them from other people.
You realise it was not him stealing these, but Dr Gero when he created it ? So he can't add abilities on the fly ...
Goku is the definition of hard work while Frieza is definition of talented
The real reason is Cell wasn’t a popular Villain.
But for the story, Cell wouldn’t have made no sense. From the beginning of DBS (or the 1st super movie), Frieza was established with connection to Beerus.
Then you add the frieza movie and after that, Frost being his U6 counterpart. It would’ve seemed too odd/ random fan service to just add Cell. Especially when Frieza went Golden!
It was over for Cell and consideration for the TOP. His cells are of all the DBZ universe. But not to the point he just gains Divine level equivalent power. Because it didn’t exist in Cell’s TL.
Plus with that that short of time being basically last minute.
I actually think it’s cuz besides Vegeta, he’s fought with Frieza the most at these levels. That’s why towards the end of their battle with Jiren he and Frieza melee rushed him, and were in perfect sync. They KNOW each other.
Imagine Frieza, Cell and Majin Buu all on the same team. I would fangirl.
Though, Cell would be so happy to have a tournament bigger than his, where he for sure isn't the strongest, and has to be a part of the crowd and have to find his way for all the universes to see him as perfect

The actual reason was literally only the last one "cell was too hard to animate" because of all the details he has
Frieza had a life. If you bait him with resurrection, he has a whole empire to reclaim in case of victory. If the universe end, he has something to lose.

I do respect Frieza on how far he came alone. Even Goku needed the help of other Saiyans to unlock his god form.
I thnk it's also because Frieza is an adversary that you can respect, even though he's evil, while Cell is a robot purely bent on destruction and might not have even wanted to participate or cared at all.
Cell had everybody’s potential, Goku, Vegeta, Frieza, Gohan all rolled up into one. Remember when he blew himself up and survived, his Saiyan genetics kicked in and multiplied his power on recovery. The biggest problem with Cell is if you don’t get rid of every last piece of him, he’s gonna comeback stronger. Remember he went from 2nd form to Ultimate Perfect, if he keeps blowing himself up, he could just regen to get stronger.
There is also another reason. The Tournament of Power is set up from all the previous arcs of Dragonball Super.
-In Beerus Arc, we get introduced to Angels and Gods of Destruction.
-In Frieza Arc, we get to see Frieza being stronger.
-In vs Universe 6 Arc, we get introduced to the Super Dragonballs and get a grasp of the multiverse. We also find about Zeno and he starts liking tournaments.
-In Zamasu Arc, we get introduced to the question "Are mortals worthy of living?" and to Zeno's abilities.
-The Tournament of Power is the answer to the question of the Zamasu Arc. But Zeno (who was already introduced in the Universe 6 arc), unlike Zamasu, allows them to show him why they are worthy. He also gives them the Super Dragonballs to have a chance back to life. All these wouldn't have happened without Beerus, who showed them the multiverse. If Frieza wasn't there, it would be the only irrelevant arc.
The main reason is because the writers knew it would get more attention

Frieza is a natural leader and willing to do whatever it takes to win. Both attributes critical when the galaxy is on the line.
It would have been a great chance for Cell to get a new design without the spots. His design with the hair would have been perfect. His Saiyan traits fully showing, with his outfit showing the progress of his training/evolution.

- Cell got killed by Gohan when he was still a child, then we didn't see him for years
- Goku know how Frieza work and trust him in a extend but don't know how cell could react
- The main reason Goku choose "less powerful being" like humans for the TOP, is also because he know how humans can be cunning. And if they lack strength they do have skills to compensate (For example; Roshi Mafuba)
Frieza is way more cunning than Cell and he proved it, TOP isnt only a battle of power but also of strategy/mind
And that's also why Jiren who was the strongest didn't win at the end
Cell would of been clapped in the beginning of the Tournament. Hes only dbz ssj2 level, while Frieza is on ssjB level.
I think one major point, which is basically the only reason he didn't pick Cell, is because freiza is so much stronger, so he could help so much more during the TOP
