It's a rule that makes it so that you only play the +4 if you have no card of the same color as the last card played. Let's say someone played green before you, you should only play the +4 if you don't have that color. If you do have it and the next player challenges your +4, then you get to draw. The rule is made so you only throw +4s to avoid drawing yourself, not out of malice.
