Saying that the shura is not obligatory is not true, otherwise what is the point of shura if it is not oligatory and the ruler can do whatever he wants at the end of the day? the prophet peace be upon him didn't disregard shura once as far as I know, for example in badr and uhud. Saad ibn ibadah was killed during the caliphate of Umar by a “jinn” 🤔 the only man in history to be killed by a jinn. Regarding shura, shura doesn’t obligate the ruler to follow the shura which is only done by the ahl hilla wal aqd, he can overrule. This may not be wise as you need people buy in for any strategy.
