use mobal sim, its a cell service provider that covers over 90% of Japanese population. you buy the sim card before you go abroad and activate it the moment you arrive in japan, and the monthly costs are really low

Yes, you can bring.. But wrap them in clothes properly to avoid being detected because sometimes its not allowed..
