I've had all sorts of issues in UK shopping malls, as well, with cameras. They say you can't film or take photo's in a mall for anti-terrorism reasons, then they shoot a whopping great hole in their own argument by saying "Oh, but if you pay us a fee, we'll let you use your camera."
