You should give this a try, don't rush it. It's easy to make up until the part where you have to add cement.

I am going to make this vase with out these impression. A little large than 21 inches. What should be the maximum widht of it according to length and without these impression

Here is the other one I made, same technique but with sand and glitter.
The base is 5" and the widest is 12" , it is 25" high so I say 10" wide and 4" base. So each peice of cardboard should be wide depending on the thickness of the tube. If the diameter of your tube is 4" then your cardboard should be 3" wide by 21" tall, before you draw the vase.
