You missed 1 part which is that the cholera toxin FIRST goes to the Golgi Apparatus and THEN to the ER. The A2 unit of the toxin has aa KDEL motif which allows binding to the KDEL receptor. This allows transportation of the toxin fomr the Golgi to the ER.
Also the way in which the A part can get from the ER to the cytosol is interesting. The A part is unfolded in the ER by a chaperone. The ER wants to get rid of it, so it transports the unfolded A unit over the plasma membrane into the cytosol. Here the A part refolds itself and it can exert its effect on the GTPase.
