The blocking of areas can be done with WorldGuard. Lowering the Diamond rate... i'm not sure. But I know there are plugins out there that allow you to change the world generation so it should be possible too!

I believe that’s the default protected area around your spawn. You can see how big it is in the server.properties file of your MC server. If you want to disable it, just set the value to 0.

It’s really annoying indeed. It’s because of Mojangs new reporting system. I don’t know if there is a solution to it, as it’s coded into MC. There are resources packs though that remove the annoying message

Never weird of that problem. While 1.19.2 is not officially supported by Multiverse-Core, I’ve never had a problem on my 1.19.2 server. You sure you’ve installed the latest version?

You can't. But I would not recommand using Bukkit still. it's very outdated. And you should run PaperMC 100%. Which support Bukkit, Spigot and Paper plugins :)

I noticed my area around /spawn is protected, players can't break blocks, what command do I use to see what size that area is, how to expand, etc?
