Wrong way in a Traffic Circle

I caught this with my very own dash cam. Almost from the very moment I make the right on North Park St. you can see the red car in the background going the wrong way into the new traffic circle only to come face to face with the car I happen to be following. The plates also had the firefighter designation of FF on them.
