Cities and Counties have right of way on property connecting to roads. Standing on that concrete drain of theirs protects you from any fussy property owner. Now if they tell you stay off their drain you'd have to.

most of the fish are gaining 2-3 pounds a year they are so fat eat crappie and bluegill
