It has been done in other states with the tiny house movement where government tried to impose big sticks and brick housing standards onto tiny efficient homes. Now they are realizing this is a safe, sustainable way for people to live happily and be sheltered. In Washington they are now acutely aware there is a shortage of affordable housing, even for those making a decent income. I see it in every seminar I am required to attend in my work as a government employee. People need to be allowed to help themselves out of homelessness and if your property has room for a van, an rv or trailer to solve that problem, it should be allowed, as long as sanitation in ANY form is maintained and available.

More difficult perhaps, but the last I checked, Fentanyl is something controlled by law and I would not have much trouble getting that. It would stand to reason that obtaining a firearm wouldn't be much of a problem. All a person would need to do is bring guns over from Mexico. They get drugs across that border without issue. I don't see why guns would be any more difficult. Those people who ridicule an "AR-15" do not know anything about them. It is a .22 caliber semi-automatic rifle like what Grandpa used to use to eradicate ground squirrels.
I've lived in several RV's and never considered myself homeless. I was self employed and I rented a P.O. box for a mailing address when I wasn't staying in an RV park or for when I decided to stay at a National Park. I completely rebuilt a 1970 Silver Streak travel trailer while living in it. There was never any mess or trash outside of my RV and when I got done it was like new, only better. I had a cell phone, WIFI, satellite TV, a generator, a bank of batteries and a 12 volt converter. If I didn't like my neighbor I just moved! No problem! I enjoyed the freedom of living like that, but it's not for everyone!
That is kinda my current situation, living full time in a travel trailer while getting my shyte together. It's sad that RV people like us get such a bad rep because of people like these damn squatters who just pull up, trash the place, then bail.
@@Urapunk It's one of the best ways to get back on your feet after a set back. Your bills are at a minimum and your cost of living can be as cheap as you need it. Living in National Parks where you have to move every 5 days and they only have a dump station and no sewer at each spot, isn't very convenient. But, you don't pay for lot rent, so it's worth it when you're trying to save your money. Some people just can't live in a "tiny home" so it isn't for everyone.
Give it a few more months, man, and there may be no more "rich areas of the city" left. Some Wall Street Big Shots are even predicting a Political Revolution on the Streets when this economy Completely Collapses soon. That's when you'll see mobs of Homeless, and Starving and Angry Americans take apart those "rich areas of the city" piece by piece. While being a nice, kind idea, the area is likely going to turn into a permitted drug zone. Not to say that all homeless are ill behaved, but encampments attract the bad ones.
It's not kind, at all. Allowing drug addicts to live outside or in delapidated RVs and actively making it easier for them by either feeding them, giving them tents, etc. might look "kind", but its cruel. It's putting a bandaid on a bloody stump of a leg and going "look how good and nice we are to those less fortunate than us!" meanwhile doing jack shit in terms of rehab, mental and physical health, and pathways back to normalcy.

I am an Olympia resident. Let me make sure I understand this... Homeless people parking their vehicles on Ensign used to be illegal. The city threw up their hands, claiming they lacked the enforcement power to stop people from doing so. Now, the city is issuing what are essentially 'squatting permits' which, if violated, would somehow result in the now-legalized activity being illegal again for the violator? How does the city plan to enforce the no parking ordinance after this permit is violated if they could not enforce it before the permit was ISSUED?
However they will still go after you if you decide to let one of these people park their RV on your property. But that same person is free to park on the street in front of your home as long as your not OK with it.
You're not supposed to be able to think like you are, besides you should be worried about how we're going to fund all these top and bottom surgeries, and medicine for all the trans gendered kids because it's a human right, just like being a druggie homeless thief !

While living here, I think it should be mandatory to have scheduled classes (not to far from their RVs) on how to pick up trash, clean your surroundings, how to interact civilly with others, and if they don't attend, they are jeopardizing their stay. I guess this would work in a perfect world.
It's not far off though. The city is already paying for trash/sewer services, so the extra cost of classes would turn it into a more positive investment for the community.

25k a year on min wage.... save at least 3k of that a year since they don't pay rent, that's 45 k after 15 yrs. In some places, that's more than enough for a down payment on a little 1 bed condo. Then you're set.

They aren't. All laws have stayed intact unless permitted. They have to be permitted to do this and it looks like they will only issue permits where sanitation and dumping services can be made available.

I’ve tried helping homeless people many times which always backfires. Once they have your help, they sense no responsibility and the situation gets worse. Some people can’t be helped.

I've been "homeless" myself. I had to live out of my station wagon for nearly two years, back in the early 2000s. Strangely enough, I never knew that "homeless" and "filthy pig" were synonymous... Because apparently it is these days. The damnedest part of the whole situation is that there HAS TO BE either a giant parking lot or other commercial type property, somewhere in the are that isn't being used... Like one of the defunct plants or something... WHY doesn't the city move those old RVs there? WHY doesn't the city hire a few security guards to patrol the area and call police IF needed? They could even provide the free electricity, as I'm sure they're doing something like it already. A few dumpsters and a few Port-A-Cans on the property... And MAKE whoever is going to live there, abide by a few simple rules. Three strikes and you're out on your ass. It'd certainly be a lot cheaper than what those clowns are proposing. Very sad shape we're in as a Nation.🙄

Enabling is not a solution to a complicated problem that people refuse to face. The problem start at the southern border which is wide open allowing drugs to flow into our country. The Drug cartel can produce fentanyl pills for 50 cents a piece and sell them for $4.50 on our streets. A majority of these “campers” are addicts that we refuse to address with a positive treatment program. Taxes are collect from you and To “solve” this problem only to be drained in “administrative” cost. The addict gets a sign bolted to a pole saying “Free Permit to stay here.” You and the politicians feel good though because you think you’re helping with these kind of “solutions” but all that is happening is our money is being stolen by “compassionate” people when tough love is the solution. When there is a comprehensive mandatory drug rehab program, closed borders and citizens that are not willing to sweep these issues under the rug just so they can feel good, only then do we get our streets back.

They did a 180, cleared all the RVs, installed concrete blocks to prevent future parking. The road is a major route to the main hospital, and ambulances were having issues getting through. Guess they didn't think it through (big surprise!)

I live in Australia, and we also have homelessness. I once proposed that every suburb have a "caravan" lot, whether it be in the rich part of town or poor. Every local town council apposed such things and I was refered to the State government who refered me to the National Government.
That is a much more tenable solution. Have a designated RV park with a parameter fence where people can stay and be safe if they comply. Parking along the road in this way is too open and increases the risk of everyone involved. It looks dirty, will devalue properties in the area, and attract drug dealers and their sort.
They should give out work permits and a city bus could provide work and transportation then they could clean up their own mess. If you don’t work you get evicted.

When an RV I had broke down in Massachusetts, it was necessary to put it in storage, until I had the money to drive it away. So it was, RV in storage, working 2 jobs, months of saving and , lying of what my address was. Which I think, one couldn't get away with now. But.. Also, I didn't have any addictions, kids, or, prison records. It would have helped tremendously, to be able to live out of that RV, at the time( winter). Yet seeing the condition of some of those RVs in this piece. It's amazing they were even there( smashed windshields, ruined roofs..they look like shanty 's on 4 wheels)And 15 years..omg

Here in the US, specifically on the west coast, it would help if local government wasn't so receptive to a homeless population. All he did was install 10 foot tall small link chain fences on every piece of public property. They just shuffle these people around town once per week, and hope they'll go away. Whenever they're around, our personal property gets stolen. They allways group together on city sidestreets, and deadend cul-de-sacs. You mentioned "shantytown". I have allways been aware of this term. California has its "skid row". But this us a bad idea. A wrong way. It has to be better than that. When you own a property and you have a jerk neighbor, you have to either sell or be stuck.

Allowing drug addicts to live outside or in delapidated RVs and actively making it easier for them by either feeding them, giving them tents, etc. might look "kind", but its cruel. It's putting a bandaid on a bloody stump of a leg and going "look how good and nice we are to those less fortunate than us!" meanwhile doing jack shit in terms of rehab, mental and physical health, and pathways back to normalcy.

Homeless people parking their vehicles on Ensign used to be illegal. The city threw up their hands, claiming they lacked the enforcement power to stop people from doing so. Now, the city is issuing what are essentially 'squatting permits' which, if violated, would somehow result in the now-legalized activity being illegal again for the violator?
How does the city plan to enforce the no parking ordinance after this permit is violated if they could not enforce it before the permit was ISSUED?

While living here, I think it should be mandatory to have scheduled classes (not to far from their RVs) on how to pick up trash, clean your surroundings, how to interact civilly with others, and if they don't attend, they are jeopardizing their stay. I guess this would work in a perfect world.

25k a year on min wage.... save at least 3k of that a year since they don't pay rent, that's 45 k after 15 yrs. In some places, that's more than enough for a down payment on a little 1 bed condo. Then you're set.

This is a short-sighted solution. Allowing people to park for long periods of time is not a tenable option. It devalues properties, becomes a target area for drug dealers, and is generally unsafe for locals and those who living in the trailers. It would be better for the city to buy land for designated parking...like an RV park. Have a fence around the entire parameter and regulate who goes in and out with certain rules that must be abided by. This would be safer for everyone involved.

As a home owner, if someone parked an rv infront of my house to live there, I would take an excavator and drag the rv/destroy it.
They aren't. All laws have stayed intact unless permitted. They have to be permitted to do this and it looks like they will only issue permits where sanitation and dumping services can be made available.

I had to live out of my station wagon for nearly two years, back in the early 2000s.
Strangely enough, I never knew that "homeless" and "filthy pig" were synonymous... Because apparently it is these days.
The damnedest part of the whole situation is that there HAS TO BE either a giant parking lot or other commercial type property, somewhere in the are that isn't being used... Like one of the defunct plants or something...
WHY doesn't the city move those old RVs there? WHY doesn't the city hire a few security guards to patrol the area and call police IF needed?
They could even provide the free electricity, as I'm sure they're doing something like it already.
A few dumpsters and a few Port-A-Cans on the property... And MAKE whoever is going to live there, abide by a few simple rules.

Enabling is not a solution to a complicated problem that people refuse to face. The problem start at the southern border which is wide open allowing drugs to flow into our country. The Drug cartel can produce fentanyl pills for 50 cents a piece and sell them for $4.50 on our streets. A majority of these “campers” are addicts that we refuse to address with a positive treatment program. Taxes are collect from you and To “solve” this problem only to be drained in “administrative” cost. The addict gets a sign bolted to a pole saying “Free Permit to stay here.” You and the politicians feel good though because you think you’re helping with these kind of “solutions” but all that is happening is our money is being stolen by “compassionate” people when tough love is the solution. When there is a comprehensive mandatory drug rehab program, closed borders and citizens that are not willing to sweep these issues under the rug just so they can feel good, only then do we get our streets back.

This is a year ago, how is it working out?
They did a 180, cleared all the RVs, installed concrete blocks to prevent future parking. The road is a major route to the main hospital, and ambulances were having issues getting through. Guess they didn't think it through (big surprise!)

I live in Australia, and we also have homelessness. I once proposed that every suburb have a "caravan" lot, whether it be in the rich part of town or poor. Every local town council apposed such things and I was refered to the State government who refered me to the National Government.

That is a much more tenable solution. Have a designated RV park with a parameter fence where people can stay and be safe if they comply. Parking along the road in this way is too open and increases the risk of everyone involved. It looks dirty, will devalue properties in the area, and attract drug dealers and their sort.

When an RV I had broke down in Massachusetts, it was necessary to put it in storage, until I had the money to drive it away. So it was, RV in storage, working 2 jobs, months of saving and , lying of what my address was. Which I think, one couldn't get away with now. But..
Also, I didn't have any addictions, kids, or, prison records.
It would have helped tremendously, to be able to live out of that RV, at the time( winter). Yet seeing the condition of some of those RVs in this piece. It's amazing they were even there( smashed windshields, ruined roofs..they look like shanty 's on 4 wheels)And 15 years..omg

But, I also beg to differ about this issue, partially.
Here in the US, specifically on the west coast, it would help if local government wasn't so receptive to a homeless population.
It would be nice if the money that was collected with the promise of aiding the homeless would actually go to the homeless.
Washington state governor Jay Inslee withdrew $500 million to allegedly help with the homeless situation.
All he did was install 10 foot tall small link chain fences on every piece of public property.
They just shuffle these people around town once per week, and hope they'll go away.
I'm not a homeless population advocate.
I'm a homeowner in Seattle.
I'm a tax payer.
If you're gonna put your hands on our money, do something real with the money.
Most of them won't work.
Most of them are mentally ill.
Many of them have drug habits.
A lot of them seem to have piles of stolen bicycles.
A lot of them have broken down RV's.
Whenever they're around, our personal property gets stolen.
They allways group together on city sidestreets, and deadend cul-de-sacs.

But this us a bad idea.

The question is why can those druggies pick up the trash? This is a difference between homeless people and druggies that are homeless.

This is amazing. I live in Beaverton Oregon. I hope the 1000s of campers in the streets move to Seattle. It is terrible here. Drugs everywhere, and crime going crazy. Had my cat converter stolen twice by homeless.
