What is a Bioregional Learning Center?

One of the most important parts of landscape regeneration at large scales is how to organize learning ecosystems that coherently integrate all that is taking place at the landscape scale. The people here all plan and organize around this basic harsh fact of life here. I wonder if areas with climate and weather extremes are able to achieve this cohesiveness more
