Clarification: Vander didn't kill their parents he was beating on a cop. Their parents likely were part of the uprising and was killed by the enforcers.
@Airon Clarke based on episode 1 so far. Like you won't be able to come up with shit like that lol. Like the girl be orphaned in the beginning and be saved bu the bar guy dude. So how the hell can Powder be suddenly an undercover cop or suddenly op.

The scene showed that he killed someone else, then comforted them after they found their parents dead. Imma just clear this up for y'all but Vander is just "the guy" for "the lanes", which is basically a street in Zaun (the Undercity). Zaun as a whole is way bigger and deeper than where his bar is. Further below its all ruled by the Chem-Barons, basically mafias and gang syndicates, while Piltover (the upper city/topside) is ruled by the most influential merchant clans.
I'm not sure Chem-Barons existed already during Arcanes timeline (at least Act 1) because most of them are involved in the chemtech business which doesn't exist yet (because there is no hextech)
The Undercity isn't Zaun yet as of this moment in the series. And "The Lanes" is a district in the Undercity not exactly a street. Also Chem-Barons weren't a thing yet either.
Vander didn't kill their parents . Vander lead the rebellion which their parents joined. He looked guilty because he lead them into the fight and in that into death.

the first scene was the war between two cities Zaun and piltover and you can see powder and Violet cries when they saw their parents die and then vander adopted them.
