Swap the lines on the cylinder and see if the problem changes to the tilt up. If it does it's probably leaking pressure through the valve. If it doesn't it could be leaking back to tank through the valve, or the cylinder bypassing internally. You can check the cylinder by blocking the lower fitting off put the upper hose in a pail, lift the bucket off the floor if the seals are leaking oil should run out the hose and the bucket will creep down. You might want to cap off the lines on the machine to the cylinder so no oil comes out of the machine just in case.
Since the cylinder shows no leaking, must be losing pressure back through the valve that controls it. Maybe an adjustment of some sort from the joystick?

Jarry, put some Hyde glue around the cylinder shaft. That should seal it. 😅😅😅😅😅
The joy stick is wacky. Is there an adjustment for position? I think it is just seeing a bucket tilt down.
