would there be any more upgrades to make this deck above pre-con level which would be above budget? new to magic and dont really know about many cards so trying to expand knowledge on lots of different cards

Oh so many! You could lean it full Stax/control and blow your budget out if you really wanted too! There's a lot of good flying creatures to put in too if you want to keep it on theme
