At 1 hour 17 minutes the initial background in the diagram the dipole moment is aligned with the electric field ie. Negative to positive so it should not experience a torque as the theta will be zero degree and from that the sin theta will be zero too and torque will be zero so there will be no rotation on the dipole in the figure is what i think am i wrong? If i am please clarify it.

No, actually when we add V1 and V2, there is already a minus sign because of q2, so when V2 will go to RHS, it will become positive. Then after solving we get 45-3x = 2x, and when -3x will go RHS it will become +3x and 2x+3x = 5x and then dividing 45/5, we get 9 cm = x or 9 * 10^-2 m = x
