Define best. There are always tradeoffs. Depending on what you need, and what you value, you will have a best for you. So, I think Cardano is best if you value security, peace of mind, decentralization - no downtime, no slashing and completely non-custodial staking, over 3000 SPOs around the world with minimum investments for anyone trying to open one, just about ready minimum viable constitution and leadership elected by the users of the chain. If you value speed, well, definitely not Cardano, fyi, if you value not just speed and VC involvement, I'd say not Solana either :P, personally I'd go with Near, or Avalanche, so I'd also have security.
