Those two guards were being very professional at trying to de-escalate the situation and send what they perceived to be a kid home. Luffy then proceed to mess them up without a second thought.

You know, I feel a bit bad for those first two soldiers who tried approaching Luffy amicably. They didn't shoot first and ask questions later (which...they really should have done, I mean, who just wonders up to Enies Lobby out of nowhere). They just...tried to talk to him.
They believed Luffy was just some idiot Buffon who was reckless to even be here. They were like "dude, are you wanting to die? We are a Government island!" before realizing he was a infamous pirate.
when you think about it enies lobby had terrible defenses especially considering it was a major location for the world gov, luffy didnt even know haki yet and he easily burst through, its kind of amazing that he was the first to ever do so, although the mariens protecting it were probably cocky knowing its never been invaded and its defenses slacked over the years
For the most part, I think One Piece did a pretty good job of not falling into the same trap of "villains with gradual power creeps" that a lot of other popular shounen series do. After all, it established some of the strongest characters in its entire world relatively early on (like Mihawk, and just before the pre-timeskip ended, Whitebeard showed us just what we can expect from a Yonkou). The introduction of haki, however, is where I think the series really fell flat in this regard, moreso given how we only barely see hints as to its existence before Luffy gains it (after which, we seem to be seeing it everywhere, though granted, they are in the New World.... also, it's only now being explained that vice admirals and above come standard with this ability). Enies Lobby was being played up as one of the greatest strongholds in the world and CP9 as one of the government's most elite covert forces, yet this power isn't to be seen there? I mean, I could kinda get Luffy breaking into and out of Impel Down at that point in the series, because he just barely got out of that whole situation alive and mostly due to the help of high-ranking figures like Iva and Jimbe (and Crocodile for that matter; though Luffy did beat him before, he only managed to do so with highly specialized tactics). I guess Enies Lobby could partially be justified in that CP9 relied on Six Powers, which might be viewed as an alternative to haki, and the whole place was being run by Spandam, a notably incompetent leader, but even then, it's pretty sketchy.

I'm going to be honest, you raise a good point but at the same time it was guarded by thousands of marines. And all marines are fodder. This is the same reason why Impel down was so easy. The only real big bad was Mageta (I'm not counting Shiryuu). If you think about it with the giants and CP9, Enies Lobby had pretty good defenses. Luffy would have lost if it hadn't been for the "5 people report"

At this point, it just made SENSE. it takes some serious writing, animation and voice acting to make it so believable! For me, this was an icing on the cake of Luffys character. So I love reading fanfictions in both Japanese and English, especially a shipping one of Luffy and Uta if Uta joined Luffy’s crew since volume 1 East Blue. In this fanfic Ernie’s Lobby Uta rides Liffy’s back in his gum gum rocket, and proceeds to make most of the marines sleep with her Uta Uta singing power. And the marines watching them are just facepalming seeing how the our two protagonists are prancing along with their hands tied like a pair of children running to the park. Scene recreation. All of the CP9 Agents doesn’t have any Basic or Advanced Armament and Observational Haki, so they lost to all of the Strawhat Pirates. 2. The Giants the Strawhat Pirates met on Little Garden helped them rally the Giants in Enies Lobby tear down Enies Lobby. 3. The prototype Sea Train and the grand finale of the Going Merry helped them enter and leave from Enies Lobby, and 4. Unless all of the thousands of Marine Officers have Conquers Haki Coating in combat they weren’t successful at killing or capturing the Strawhat Pirates altogether.
Navy sure does have numbers on their side. I like to think and play with the idea of if so and so had haki or an enemy had logia this early. Stuff like that.
I liked this arc because it gets the ball rolling quick luffy beats up the mooks which leaves where the franky family are mostly unguarded. Then the other straw hats break through when the whole island is distracted
You’re right though that if the World Government and other Pirate groups just stopped fucking with the Strawhats and their friends then they wouldn’t be in as many fight that they’ve been in all throughout the series, and they’d immediately just sail across the ocean looking for the One Piece.
Enies Lobby is easily top 5 arc in One Piece but imma be honest, the beginning of Enies Lobby was wayyy too slow. I felt like skipping some parts and throughout the fights each Strawhats had, there were lost of slow parts in the, too. If this arc had better pacing it would top 10 in all of anime.

Well 100 million may not have been that high relative to the top tiers we see in the new world, but its actually super high considering your average pirate captain is generally gonna have a bounty under a million or in the low millions. When you are just a marine grunt and you see some guy running at you and you realize "This guy is worth 100 mil." and hes INSIDE your base already you know you are fucked. 100 mil is also the treshhold of what it takes to be a supernova, so basically once you hit 100 million you are probably superhuman. He also got that bounty for beating croc (which the marines didnt know) but his bounty was literally higher than crocs was before he became a warlord, and people like Bellamy were proud of having like a 50 million bounty and everyone was scared of him. Basically relative to most pirates 100 million is a huge deal.
And that was the beginning of Enies Lobby's worst day ever.

Enies Lobby is easily top 5 arc in One Piece but imma be honest, the beginning of Enies Lobby was wayyy too slow. I felt like skipping some parts and throughout the fights each Strawhats had, there were lost of slow parts in the, too. If this arc had better pacing it would top 10 in all of anime.

Considering that 100 million isn't that high a bounty, could it be that these guys knew about what recently happened in Wano? There's no readon to be tgat shocked by his bounty
Well 100 million may not have been that high relative to the top tiers we see in the new world, but its actually super high considering your average pirate captain is generally gonna have a bounty under a million or in the low millions.
When you are just a marine grunt and you see some guy running at you and you realize "This guy is worth 100 mil." and hes INSIDE your base already you know you are fucked.
100 mil is also the treshhold of what it takes to be a supernova, so basically once you hit 100 million you are probably superhuman. He also got that bounty for beating croc (which the marines didnt know) but his bounty was literally higher than crocs was before he became a warlord, and people like Bellamy were proud of having like a 50 million bounty and everyone was scared of him.
Basically relative to most pirates 100 million is a huge deal.
