Not too rare in this day and age, but back when the PSP was still relatively new this was incredibly rare. Nowadays it doesn't even take 30 minutes to jailbreak a PSP even if you haven't done so before, but it does obviously require a little tech knowledge. And a lot of people sell modded devices loaded with games already which makes it super easy to get your hands on a device that's ready to go!
